This modality refers to a form of procurement through which the Public Administration, to procure goods or services, does not resort to the market but uses a formally separate company. However, due to its strong functional connection with the controlling entity, this company is considered de facto part of its organization. Under current legislation, this allows the direct awarding of services without violating the principles of public procurement.

The in-house providing relationship is based on three assumptions: entirely public capital, activities carried out primarily for the benefit of the controlling entity, and the entity’s exercise of control similar to that over its own services.
